Pag-IBIG Housing Loans can be used to financed any of the following: Lot-Only Property

Can the principal borrower sell the house & lot under mortgage with HDMF less than a year to anyone without consent from husband or wife? What if they separated and the spause would want to assume the responsibilty to pay will he or she pay something to the spause who is the principal borrower for the previous cash outlays he/she made?
i just want to ask kung paanu po ako mgkakaroon ng contact with all the developer here in gensan? kasi the last time i go to the PAG-IBIG office here in gensan sabi niya ako daw mghanap ng developer, new mexico paanu ako maghahanap e wala nmn ako maxadong alam n mga developer. meron po ba kayong mga list ng mga developer dito?
